Cipher Complex is a canceled stealth action game that aimed to place more focus on fast-paced close-quarters combat than other stealth games at the time. When unusual activity is detected around a decommissioned Soviet missile defense station and the US is stonewalled by the Russian government, special agent John Sullivan (codenamed Cipher) is sent in to investigate. At least one of his missions sends him to Baoshan, China, to rescue a General Kim who is being held prisoner. As Cipher, the player would have had an adrenaline meter which could be used to dash instantly to nearby locations to quickly avoid or dispatch enemies with ease. Adrenaline could be replenished via syringes or via executions, enabling players to perform combos. Cipher could also perform light and heavy melee attacks on alerted enemies, or throw knives to eliminate them from a distance. Alerted enemies could engage Cipher in combat or run to trigger alarms, requiring them to be dealt with swiftly. Cipher Complex was announced on June 23, 2006 as a PlayStation 3 and Xbox 360 title, though senior programmer Evan Bell stated in an interview that it would ship for high-end PCs as well. The project was picked up for publishing by SEGA, who later canceled it for reasons unknown. The cancellation was announced in 2009 by producer Rob Brown, who worked on the game from July 2008 to January 2009.
